NEGRO LEAGUE League need six

need some help with this including suggestions, but who's up for a six team ALL NEGRO LEAGUE league?
we'd have to draft at least ten rounds on the boards to get a core team and disperse talent.
because of rule like RP ONLY, pure relievers, that would have to be accomodated by drafting only black or hispanic born relievers. I believe there's just enough to fill six rosters, plus allow every team ONE .50 or there abouts SP only if you want, and you can also carry only nine pitchers.
"two players who can catch" means tank carr and john beckwith and the like would have to be a couple of teams backup catchers.
since who ever drafts first and gets josh gibson would have a huge advantage, im thinking set the salary cap around 70m or so to make things even.
would use negro league parks.
any other suggestions or remedies, please feel free...whose game?

This sounds interesting ... should the cap be higher though? I looked quickly through the pool ... there are 13 hitters who cost $7.5 mil plus and 6 pitchers at $7+. Figuring that those get pretty evenly divided among the six teams ... so around $25-million spent on three players per team. Is $75 mil high enough to make sure all of the star players get to play? Also might want to have some wiggle room to make good use of platoons of 3-5 mil players.

there are only 42 pitchers not counting those who might have 2 cards.

We have done this before, but it sounds like you are limiting it only to the Negro League subset and omitting the Bob Gibsons, Hank Aarons, Lee Smiths, etc. Was interesting to see some of the old time Hispanics that you could dig up. I was challenged on Dolf Luque, however, he didn't work out very well.
