130 mil, DH, Frenzy, 10% drop penalty. With a slight twist.
Every team must drop a hitter or pitcher of 10 mil salary or higher after the first Monday's games. Team can then pick up a player (not necessarily on first Tuesday) of value 10% less or have money saved back to take a different player dropped by another team (no collusion) or still in the free agent pool who is above 10 mil.
No other restrictions.
