According to the rule as I understand it.... And keeping in mind that how it is implemented may not be the same as the rule. There is always the chance of poor coding.
Do not relieve before F5 logic would go something like this.
Pitcher is at F8. Hal thinks about relieving. Nope, F8 means he has not dropped to F5 so my rule says do not relieve.
Pitcher gets a little tired and drops to F7. Hal thinks about relieving. Nope, F7 means he has not dropped to F5 so my rule says do not relieve. Skip rest of reliever logic. I am not supposed to relieve before fatigue sinks to F5.
Pitcher gets a little more tired and drops to F6. Hal thinks about relieving. Nope, F6 means he has not dropped to F5 so my rule says do not relieve. Skip rest of reliever logic. I am not supposed to relieve before fatigue sinks to F5.
Pitcher gets a little more tired and drops to F5. Hal thinks about relieving. F5 means he has dropped to F5 so my rule says I can relieve. That does not mean the pitcher will be removed. Only that before this point he could not be relieved. At this point Hal would then refer to his normal bullpen logic settings. What point in the game is it? If I did relieve what role would be called for? Who is set for that role and who is set for a different role and thus not now available to me? Whatever else and however else that logic involves. It is all in play.
