Yes, the rating is for the next batter.
To your second question, well, with very rare exceptions, a pitcher that comes in the game is always F9. The rare exceptions I can think of are:
-a reliever who comes in for a third straight game and who has reached his inning number (a R3 who has pitched less than 3 innings in the two preceding games without pitching 2 innings in any of the two games will have a F-9 state)
-a starting pitcher who comes in relief without proper rest
For pitchers already in the game, the last F-state doesn't change in-between innings.
