Rookie League Overload

Why are there 5 Rookie Leagues open for 80M no DH with no real people in any of them? What is creating them when no one is playing them? It serves no purpose other than to make it harder to find real leagues that are open to real people.

This has been brought up before and you join the long list of us who find the overload ridiculous. Maybe Strat thought if they made a dozen rookie leagues available guys would jump into several at one time. I cant see the reasoning for it
