What is the best setting to use to make sure relief specialists get used? I have the 5L Billy Wagner on a 200 M team. I am halfway through the season and he has been used in only about a dozen games.
In looking at game replays (I have a lot of time on my hands these days) there are often opportunities to run him out there against a lefty (or two or three) but it seldom happens.
I have him listed as a lefty specialist. Does it make a difference where he is on the overall pitcher preference list?

The roles listing for pitchers is prioritized top to bottom.

If facing more batters is your priority, first thing to tweak is remove the LH Specialist setting and just have him as avoid righties. This will cause him to see more righties and lefties, because if there is a righty sandwiched between two lefties, HAL may leave him in.

Odds are in a 200M league he will face a righty pretty quickly, so he still may not get a lot of throws (assuming you only want him facing lefties).

In a 200M league you probably don't want him facing righties at all, otherwise there is certainly more you could do to get him innings. But for the same reason you have the luxury of a bullpen that can use high $ relievers as one-sided specialists, so does everyone else have the luxury of having lefty killing hitters waiting on the bench.

As an aside, I posted partial results a while ago where for about ten teams I had almost no BP settings selected except for Avoids and an occasional Quick/slow hook. I find limiting the bullpen algorithm with predetermined choices makes for inexplicable results, and that maximum freedom worked better. But those were small and mid cap leagues, nothing above 120M, so i certainly wouldn't recommend that here.
