I toy with pitcher's parks (Petco 1 1 1 1) in theme leagues that are predominately HR parks and HR hitting teams. I'll do this sometimes with themes where my team composition has quality hitters who are not super strong HR hitters, though, I have some HR hitters.
For my SPs in this kind of park, my thinking is that I will get better overall results from SPs like Denny McLain and Johan Santana over Dean Chance and Hal Newhouser (for example). The additional HRs McLain and Santana will give up (especially on the road) is more than offset by the lower OBP and pitching ~50% of their games at home. Most of the HRs are coming off the hitters' cards in any event and the lower OBP is at least providing few base runners around those HRs.
In general, I find a pitcher's park and 'fewer' HRs is not a winning proposition as most of the better records are the teams with more HRs than less. But, I have had some success.
By the way, this theme is 1946 forward, $ 140 million, two franchises.
