Fatigue in the Windows game has gotten way more aggressive over the last couple years. The POW rules still apply but the pitch count is much more important than it used to be. Used to be you could easily pitch an R1 up to 3 innings so long as the POW wasn't triggered. Now they can't go much more than half a dozen pitches past their limit. Anyway, three hits or walks for an R1 will always fatigue him to at most F5. Then pitch count determines if they go any lower. In the Windows game it wouldn't be unusual to go immediately to F0 after the third baserunner if the pitch count is passed. That said, ATG seems to use something closer to the previous fatigue system that was more focused on POW than pitch count. Which I think is definitely the right call given the context of ATG (i.e. little player control over bullpen management; more of a fantasy league than a replay).
