Did I link the wrong league? I see 16 needed to fill, not 2.

It looks like an established, long-running league... I think maybe it has a lot of returning owners who just haven't joined yet?

Yes. It's established league. Two didn't come back. Usually the former league players can fill that. If you have facebook lots of league stuff ends up there in a facebook group
