Technically you have full set to choose from. But technically you have the full set to choose from at 200 mil.
In reality though it is just a different subset. At 60 mil you are not going to anchor your pitching staff with Maddux and your lineup with Cobb and Ruth. But at 200 mil you are probably not going to waste your money on Pet Vuckovich, Milt May, and Larry Bowa.
So really does strategy change that much? To me it is the same. Identify players that give you the most benefit for the park and strategy theme you are using. Play the cap enough to learn who the value players are in the price range you can afford. Biggest difference is there are more cards in the 2-4 mil price range than in the 10-15 mil range to choose from.
