Finished a team with 1899 John McGraw where I had stealing to conservative and steal more unchecked and he still got thrown out 22 times in 53 attempts. I finally had to set stealing to extra conservative to get HAL to stop sending him.

I use very aggressive stealing when I have a bunch of Vince Coleman/Willie Wilson types that don't get on base a ton. Not for high OBP types like Cobb.

Oh and yes this is an excellent rating. I dug up one of my old teams where I picked a lot of guys with good secondary steal ratings, but with some pop in the bat. Stealing set to normal.
