As for Ohtani, I don't see it as any different than what any person tries to do, which is self-interest. Not evil, not virtuous, just human. In this case, smart on his part.

The state executive definitely has a position pushing this, but the Alexandria city council is almost exclusively not the same political persuasion as Youngkin and went hogs wild for it too.
The VA legislature will take it up and while they may make cosmetic imprimaturs on the deal to make their mark, I expect that democrat majority to approve it as swimmingly as the D majority on the Alexandria city council did. But who knows--they may want to further embattle a lame duck executive.
I think if you control for the partisan political variable, you will find scarcely a difference in behaviors. Unfortunately, most of the differences end up being performative rather than substantive and the people affected end up being screwed whether they are gaining or losing a team.
