Seems like the only option is to open up to 0 arms or better. How about one of these options in order to maintain the bad defense theme?
a) One of your four arms (LF, RF, CF, C) can be 0. The rest must be +1 or worse and $125M rosters.
b) Sum of all 4 arms (C and OF) must be +5 or greater. No restrictions.
c) 3 of 4 arms (C and OF) must be +2 or worse. Other arm may be -2 or worse.

Here are the rest of the rules
$120 league with DH
4 SPs must all be $8M or greater. If 5 Man rotation than 3 SPs must be greater than $8M and remaining SP's in rotation must be greater than $5m.
Defensive range of 3 starting OFs must total 8 or greater
Defensive range of 4 starting IFs and C must total 17 or greater
No backup player may have a 1 or 2 range at any position on their card, or an arm better than +1.

Again, I know that I don't have the experience that most of you have, so I really do appreciate the fact that mangers like nomad are trying to keep this as fair as possible to ensure everyone has a good draft. It's a balancing act and I enjoy everyone's passion and engagement. :) :)

I like B option B, with the caveat that your starting DH (or DH platoon) is exempt from arm restriction but mut comply with range restriction for a bench player.

Anyone else have any strong opinions? If we don't hear anything by this evening (Mon Mar 28), I will implement Option B.

TWO ISSUES HERE:

ISSUE #1 - MUSIAL RULE - Musual under NO circumstances can be eligible since he is a "2" in LF and RF and "3" in CF. An owner CANNOT have him on his roster opening day and beyond claiming he will ONLY be used in CF, since we have no control what HAL can and will do from time to time during position subsitutions late in game and due to injuries.

ISSUE #2 - If Rule B is adopted - 3 starting Outfielders + catcher MUST have combined arms +5 or higher......
does this mean that if I have a 4 +3 in LF 3 +2 in cf and 4 +2 in rf I can then have a 3 -2 at catcher.....since the COMBINED arms in my scenario are +5 overall and all fielders are "3" or worse.........NOW.......what are you as commissioner prepared to do when one of the outfielders gets hurt and the ONLY substitute outfielder on the bench is a 4 +1.....HAL plugs him in for 15 games.....STRAT won't STOP the league it will keep going and for 15 games that team will be OUT OF COMPLIANCE....nothing intended but it happened due to injuries.....are you going to POLICE every circumstance that can arise under your UNenforceable +5 arm rule once the season starts?

Issue #1 is totally enforceable since it is cut and dried for EACH individual player...Musial NOT eligible, but Issue#2 is NOT since nobody can foresee what HAL may do in his substitutions....those of us playing here long enough KNOW HAL cannot be trusted to follow instructions for defensive subs and/or injury subs.

Also, under Issue #2, I can have a couple of +1 arms on the bench to do defensive subs for my +3 arms in latter innings? If NOT.....who is going to police and enforce that since OPTIONB ONLY applies to the STARTING 3 outfielders + catcher and doesn't say ANYTHING about bench players ;-)

I've been commissioner of some 10 to 12 THEME type leagues and have learned you MUST have AIRTIGHT rules or there will be those that will circumvent and when that happens you'll have ANARCHY and one or two owners AFTER opening day that will say what the HECK others are complying to the SPIRIT via defensive subs and the commissioner can't do anything about it, so I'll break the rules a little bit more.....it has happened and it AINT pretty.

History Repeats for those that don't listen to past lessons learned.

I would play for the experience of working around the DEF challenges. I'm skeptical you solved the equitable OF draft issues necessarily, but in the end it is a game that relies on chance and somebody has to lose. There are other ways to "skin the cat" if you come up short on OFs.

This will rely on integrity of owners unless the commissioner wants to screen in season FA pickups and injury subs excessively. It could get confusing determining who is a starter and who is a bench player. I propose a penalty for rules violations not caused by HAL, accidental or not. Not that anyone is assumed to be cheating, but there needs to be an incentive.

"Opponent two days from now can make five changes to your lineups/SPs without limitation".

No whining, just do it and drive on. Two days because it allows time to implement for infraction.

Wow nomad, you must've had some really bad experiences in theme leagues. I on the other hand have not, and am wondering if we will ever get a set of rules that allow this league to start. Fenders, I don't know how your penalty could be enforced, and short of someone drafting (or picking up) a bunch of violating arms and ranges, then refusing to comply, cannot imagine so severe a penalty being necessary.

I sent you a PM. Share it if you like but without refinement the rules are easy to "game" outside the intended spirit of rule. i.e. bench player requirements different than starting lineup requirements.

Issue 1 is solved by simply stating, all players must be 3's or 4's, so you can still use Musial '56
Issue 2 is solved by sticking with the rule that all arms be +1 or worse

I just ran through the LFers. I started at the top price and stopped at 2 million.
There were 58 outfielders who met that requirement, and that wasn't counting guys like Greenberg and Suttles.

The league was advertised as no "D", so yeah, you may have to use Bunk Congalton in CF.

Gotta tell ya, I tried putting a team together, and we will all be looking to use many of the same players. I'm not sure this will get off the ground. I am trying......
