It's just an incentive to join leagues that have the better free agent drop rates -- 95%, 90 etc, instead of the standard 80%. Thanks,

I hate the drop rates alltogether. I wish there was an option to not have them at all.

I am not sure what purpose they serve.

They do server a purpose, especially in lower cap leagues. Without it given the deep player pool one could reconstruct a portion of one's team each series to match the opponent for that night. Though I would prefer a transaction fee over a percent penalty.
