Maximize Pitching

I, unforetunately, bought some REALLY cheap pitchers and need to now how to get the most bang for my buck.
Is there a way to tell HAL to NEVER put a specific pitcher in?
Got any advice?

If it's Tunnell you are referring to, list him 5th in your Default Rotation....
While I'm "advicing", you have way too much tied up in your bench. I see @3m you could have used that is tied up in your bench and in your cash Available.
3m could have gone a long way toward one decent RP........Orwoll's, Crandall's, and Roberts' arms are gonna fall off around Game 59

May seem obvious, but it seems that the best way to address this issue is not to have any pitchers on your staff that you do not want used.
That said, if it is the 5th starter on a 4 * pitcher rotation, he will very rarely get used (as noted above).
I do not think you can hide a pure reliever in your bullpen from Hal

I agree with this. My first two or three teams had a lot of Mark Clear types in my pen, I learned how easy it is for HAL to over use or misuse them, so it seems obvious to me to avoid those types if at all possible.

Never get a throwaway starter that can relieve. As for relief only -even specialists will get used more than you want. If you go with a cheap rotation like yours, you must have a couple quality long RP-there are some nice ones in the $3-$4 million range like Hank Robinson.

Or just one. Hoyt Wilhelm is in a league of mine having pitched in 98 out of 156 games, for 366 innings. The other two cheap relievers have 106 IP between them.
Time to revisit the usage argument? IP for pitchers and PA for hitters? Increased injury chances as you shoot past these marks?
