Things I would like to see fixed

Bob Buhl who is an S8* is pitching a shutout in the playoffs.
Then comes this sequence.

As it turns out, McMahon actually completes the game and the shutout, so I guess I don't have a complaint. But I have no idea how these strategy decisions are made.
Why take Buhl out when he is pitching a shutout, just completed a 1-2-3 inning and is still at F9?
And if you are going to take Buhl out, why let him bat in the top of the inning?
If it matters, my relief usage is listed at normal.
I have decided I will never be able to figure out all the complexities of the bullpen strategy, so be it.
But when such basic decisions are made in such a strange way, you wonder how this game engine works.
