You didn't state lefty or righty, so here are a few generally

Bill Hogg
Dave Stewart
Jim Kaat
Tony Cloninger

Other pitchers who have decent cards for your park are:

Marichal, Siebert, McNally, Browning, Wells and of course Higbe, but he's probably gone.

A vote for Antonelli if you're looking for a lefty. Woodie Fryman is death on LHB. Browning, as noted above, is really tough if there aren't any HR parks around.

Bill Byrd is a really good hard RHP, and he can hit too if you're in a no DH league; he's also an S9* so he can go the distance if you get him some run support. Bump Hadley is pretty decent - he was on one of my early $80 mil teams and pitched OK in Polo 41. Cloninger, mentioned above, is a pretty good reverse RHP, and another guy who could hit (although not this card). I remember him hitting two grand slams in the same game when I was a kid; I didn't realize that was odd for an ML pitcher at the time because in Little League the best kid always pitched and hit cleanup.

1) Go to the free agent page.
2) Click arrow on the right and scroll down to SP(*)
3) In the box that says price, click at most
4) Then in the box that appears, enter 4.0
5) Then click search

This is how I find SP* for less then 4 million.

Go with five starting pitchers who do not have the asterisk and you will get more pitcher for your money.
