New Theme League - The Frugal Franchise

Everyone loves a good franchise league, but the challenge is always finding a way to equalize the rosters so the big market teams don't have such an advantage, so many franchises end up being combined or eliminated from consideration.
I'd like to try another take on the franchise league - the Frugal Franchise league. No more facing Murderer's Row. No more having 37 managers racing to sign up for the Yankees first. Here's the rules:
- $60M, DH, waivers, 5/10/20 drop
- Any franchise from the list below
- Here's the unusual twist: for players carded to multiple teams, the franchise that owns the LOWEST value card owns that card going into the autodraft. For example, that makes Elston Howard the Red Sox property. If not selected by the owning franchise during the autodraft, that player becomes eligible for any franchise for which he is carded. If you own the lowest value card of a player, you may use any card of that player, not just the season carded to that franchise.

- White Sox
- Cubs
- Tigers
- Reds
- Pirates
- Negro Leagues
- Mil/Atl/ Bos Braves
- NY/SF Giants
- Phillies
- AZ/Cal/Col/Tex/Sea
- Fla/Hou/KC (exp and post)/ NYM
- Mont/Mil Brewers/Tor/SD
- Phi/Oak As
- Wash / Minn
- Indians
- LA/Bkln Dodgers
- Cardinals
Because it's $60M cap, I don't think a draft is necessary - just ID your franchise when you sign up - but if most people think a draft of teams is necessary, I'd be willing to change.
