F9 to F2 in one batter?

Not all that well versed in what causes changes to fatigue ratings but can someone explain this?
Had $6.95 S8/R5 Pfiester set for F7 with quick hook. He ended up with following line:
Pitchers IP H R ER BB SO HR PC ERA
J. Pfiester (L, 0-2) 6.2 14 11 6 2 0 0 132 6.32
In 7th inning the following:
BOTTOM OF INNING 7

Why would there be such a sudden substantial drop in fatigue from F9 to F2 with one batter? Sorry if this is a simple, basic question, but am puzzled as to what to set F ratings to if this can happen.
