I think the actual working of the settings is more subtle than a strict interpretation of good lead / bad lead. Catchers arms pitchers hold all enter into the equation. The game engine prefers to attempt to steal bases late in games and setting the team setting to aggressive will lead to more attempts to steal third and even home. A setting of conservative for team and steal more for individual will lead to fewer attempts at third and more attempts only with a good lead, versus even less attempts if you do not add steal more, but this is not absolute.
A setting of team aggressive and steal more individual will lead to the most possible steals and a lower level of success of stolen bases overall.
