#2 is easy, when you go to free agents, the tab to use is 'sort by' and the second selection (under price) is OPS.
For #1 I'm not certain it is easy. You can go to the team stats page and see how many shutouts and cg are on your team.
You can go to the stats page for leaders and see if one of your pitchers is in the top 10 in either category (it will give you the number if they are), and you can go to the specific card of a pitcher and it displays game by game results. I don't know a simpler way to check.
