I give up trying to understand reliever fatigue rules

I just had a series last night where Quisenberry came in to pitch against me in all 3 games and was F9 in all 3 games, 3.2 innings total.
Meanwhile I have R5 relievers HAL won't use for multiple consecutive games due to some type of super reliever logic.

Another one last night, Mellie Wolfgang pitched all 3 games against me, 4.2 innings total, F9 in game 3. Basically bullpen fatigue is now completely black box code.

Yup, they REALLY screwed things up when they attempted to fix the supposed, " Super reliever problem ".
I wonder when they will fix the SUPER SP and SUPER SLUGGER " Problem ".... Idiots!

The "super" problem should be simple. If the player exceeds the usage for the specific card, then start to increase injury potential. Maybe the owner gets lucky, maybe not. But at least add something to prevent the card from exceeding the actual usage without penalty.

That would require, yet again, a complete repricing. That would be just giving them a chance to screw it up even more

Super relievers should be allowed, just like we allow Hershberger to be your backup catcher with no penalty.
Here's what I would do to fix it:
Set a limit of 162 IP and after that, the reliever needs 2 days of rest between appearances. Maybe do a 14 IP limit in the playoffs before extra rest.
Simple, transparent, and strikes a balance between 300+ IP monstrosities and the inherent rules/ratings of Strat. To me, better than HAL arbitrarily resting my pitchers.
