Sounds like 80 mil and under leagues have little chance for most of the challlenges

Depends on the challenge actually. I've won many of those challenges in the past and I almost exclusively play (played?) 80 million.

But Strat isn't very creative with those, they've probably only run a dozen (if that many) different challenges in the 2-3 years they've been doing it (albeit sporadically at best).
