If you create a live draft ( any $$$ CAP) set a date and time. You can always change it if it doesn't fill by the date you set.
Many owners don't want to join a live draft not knowing the date and time. They don't want to join a league not knowing if they will be available for that date and time. I see some live drafts not filling because no date and time was set. I would have joined some of them if I was sure I would be available.
