No, I just asked Geoff and this is his reply.
No. We will assign divisions in a serpentine way, as follows (using league 1 as an example):

East
1
16
19
34

Central
4
13
22
31

West
7
10
25
28

This will (I think) provide some appropriate advantage to the top seeds in the tournament (i.e. to reward them for their tournament event success).

I'm not sure I see the advantage. I am ranked 7 overall but I have the 3rd stadium pick in my league. So all the other teams in my division (lower ranked overall obviously) will know my stadium before they pick their ball park?

Also, will I have the 3rd pick in the next round for players?

One more thought and sorry for the fractured message stream..... I did not think HAL allows for assigned divisions.
