I leave the F setting for most of my pitchers blank. If I have an ace starter (or two), I will set them to F8 or maybe F7.
If I have a backup closer/mop-up guy, I'll set him to F8. I might set my main mop-up guy to F8 or F7, or I might simply set him to slow hook.
And finally, if my bullpen is tired and the first pitcher in the next series is decent, I'll give him a temporary rating of F8 or F7.
I'm not saying this is the "right" way, but it's how I usually do it. Note: I usually have a decent and deep bullpen. Teams with weak bullpens will probably want to make more use of the F ratings.
