This is perfectly legal and above board. It can happen like this: If a team puts a 750K LF on their AD list for example and misses on that player and there are no more 750K LF players to replace this player then the next lowest LF will be used which will have a salary higher than 750K. That replacement player may have a salary of around 1M for example.
I do not consider this an advantage myself because that owner may not make any roster modifications without getting under 80M first. Yes they have a higher team cap but you know at least one of those players will need to be replaced and when they do they will not only take a salary cap % hit but also have to be under 80M after that transaction.
Whenever this situation happens to one of my teams I take care of it in the preseason as I don't want this disadvantage when switching out players during the season.
