Why did the pitcher try to steal a base?

Why did the pitcher try to steal a base?

In a recent playoff game with the 80s cards,,,,,,Hal for no reason I can figure, had Ted Higuera try to steal a base. As expected, was was thrown out since he does not have a steal rating.
In fact, in his entire MLB career, he never batted or made a pinch running appearance. With that known and the fact he doesnt have a steal rating to use, why would Hal try that?
Also, there was no hit and run tried on this play if anyone was thinking that reason. Thanks for the help in this frustrating situation that occurred during a playoff loss.
