Does A "C" means the batter is out and all runners advance one base when the advancing runner was on 2nd base?

yes, my understanding is that a "C" is a slow grounder where all runners advance and the batter is out at first.

Groundball C advances runners one base*, but any groundball to second base or first base will also advance a runner from second to third if first base is unoccupied.

*Exception: Runner on third with infield in will not advance.

Note: In the basic version of the game, runner would advance from second to third only on a groundball C (or some X-chart results).
