since I pick last you can send a proxy to me if you would like. For instance take one in order of preference: team A, team B or team C

Suppose after waivers are complete, a team does not have enough eligible pure relievers, or maybe not an eligible second catcher. What happens then?

I mean, suppose one manager picks Pittsburgh as their full team and their half team are hitters. The Pirates have only 4 eligible pure relievers Face (a five year player) and Shantz, Wood and Mikkelson. And suppose that Wood and Mikkelson are on the rosters of other teams. What happens?

You only need 3 pure RP on a roster. However if the Pirates miss in the AD and don't end up with 3 then they will need to make a trade. If that is impossible for some reason we'll come up with a special rule of some kind at that time.

The Pirates team may need to put RP high on their AD list.
