The 12 were selected to enhance the competitive balance by giving the pitching teams a potentially significant upgrade to their offense and the same for hitting teams/starting pitching. When building potential teams, the pitching teams were a bat short while the hitting teams were going to have a tough time with starting pitching. So it was a natural fit to offer one player to each club type on an exception basis. The specific players were judgment based. The process worked well in our earlier leagues.
There are no requirements to keep the players in the dispersal draft. If it turns out the player is on a bad year or just doesn’t fit, they do not need to be kept on the roster.
