1970s Draft League - Divisional Competition

70s Draft League – DIVISIONAL COMPETITION

Managers will select one of the four divisions (AL West, AL East, NL West, or NL East) which existed between the 1973 and 1976 seasons (prior to the 1977 expansion). Since there are twelve teams in the league, each division will be represented by three different managers. Teams are assigned to the divisions as follows:
AL West (ALW) – California Angels, Oakland As, Minnesota Twins, Chicago White Sox, Kansas City Royals, Texas Rangers/Washington Senators.
AL East (ALE) – New York Yankees, Boston Red Sox, Baltimore Orioles, Cleveland Indians, Detroit Tigers and Milwaukee Brewers/Seattle Pilots.
NL West (NLW) – San Diego Padres, Los Angeles Dodgers, San Francisco Giants, Atlanta Braves, Houston Astros, and Cincinnati Reds.
NL East (NLE) – New York Mets, Philadelphia Phillies, Montreal Expos, St. Louis Cardinals, Chicago Cubs and Pittsburgh Pirates.
At the time of signing up for this league, a manager will select one of the four divisions on which the players on his team will be primarily based. A player may represent any team for which he is carded [i.e., Bobby Bonds can either be a S.F. Giants rep (NL West), or a California Angels rep (AL West)].
Making the assumption that a team consists of 24 players, your team must be comprised of at least 75% (i.e. 18) players representing teams within the division that you have signed, with a minimum of two players from each team within that division. This is a standing rule throughout the season.
There will be a thirteen (13) round draft, including one for the stadium. Although you are allowed to have players from outside your division on your team, you are not allowed to draft outside the division until the fifth round. Following the draft, you will select the remaining players on your team and place those thirteen players at the top of your draft list. Although you need 25 players for the draft, you can have a team roster of any permissible size as long as the minimum representation requirement of your division is satisfied. There is a small possibility that you may not get all of the players on your list during the supplemental draft, so it will be necessary to make the appropriate roster moves in order to have the appropriate team representation for your division prior to the beginning of the season. A separate thread will be started for the draft, and the initial 13 rounds will be conducted on that thread. It is strongly desired that you are able to monitor the thread while the draft is in progress so that it proceeds expeditiously.
At the time you sign up for your division, please indicate a State with a Pick 3 Lottery. After the twelfth manager has signed up, the Pick 3 numbers for the following day will be compared, and the draft order will be determined on the basis of high to low. The draft will be serpentine.
Your stadium must belong to one of the six teams within your division, and it must be unique (i.e., it cannot be the same as the other manager with the same division). The stadium can be selected at any time during the initial thirteen round draft.
Because a limited number of players from outside the division are allowed on the teams, trading is allowed, as long as your team has the appropriate representation from each team within your division.

Since there will be three teams representing each of the divisions, there will be representation of each of the divisions within the divisions of the simulation league. The first selections of each division will be in the East Division (ALW1, ALE1, NLW1 and NLE1), with the second selections in the Central Division, and the third selections in the West Division.

why would any players outside your division be allowed on your team?

Basically in order to allow trading. Otherwise you would be restricted to trading with just the two teams that you share the division with.
