24-team leagues

Has a 24-team 80's league ever been tried or are there just not enough player cards to make it feasible?
267 pitchers + 381 hitters = 648 total players
The draft alone would use up 240 pitchers and 360 hitters.
Not much left in free agent pool (27 pitchers, 21 hitters).
Just thought it might be interesting to see every player in the set get used in the same season.
Maybe it would lead to more trades!
