2 q's: keeper leagues? anybody need a fill in?

1. does strat online have any keeper leagues where you can keep your team together year after year? i did that years ago using the CD app and enjoyed it.
2. do leagues ever need a fill in for a manager who had to give up? Hal is good managing the team i suppose but it might be nice to have a real manager. i thought it might be a low key way for me to get more experience.
