Mystery Cards

I am a newbie who really knows nothing about the settings, formulas, etc... I am having fun tho!
Here is my question.. I am playing in the 70's mystery card game. It is my understanding that for each player one of their 5 years are randomly selected, and that is the only year that player has for you. Is that true? Which leads to the 2nd question. If a player was dropped, is he locked into the same year from the former player - or does it reset and you get one of the 5?
