Decades that support 24 team leagues?

Playing a 24 team 90s league and I love it. I'd like to play again but the 60s doesn't have enough cards to do this, according to the program. Does anyone know if the 70s or 80s is able to accommodate a 24 team league?

Yes for 70's, I've been in one league in the past.

And the 80's has even more players.
