Curious as to why Rader's Defensive Rating in the 60's card is 3b-25 when he earned 5 GG 69-74?

He was a good fielder, but on 5-31-73 I was sitting right behind the Houston dugout at Wrigley Field. Rader made an error that led to 6 unearned runs in a 10 run Cub first inning. In the third he made another error that led to another unearned run for a total of 7 unearned runs in the first 3 innings. I vividly remember the back and forth between the Red Rooster and the fans behind the dugout that day.
To top the day off, we had Harry Carey sitting next to us getting sloshed during the afternoon as the White Sox had the day off. Even he was giving Rader the business that afternoon. Every time I see that 25 on his card, I think of that day.

His 3 rating is very puzzling since his Superstar Sixties card includes two of his golden glove years. (He's rated a 1 in the 70s game as he should be since all five of his gold glove years are included.)
I know SOM is often slow to recognize young good fielding players. For example, I believe slick-fielding shortstop Trevor Story was rated a 4 on his first card. Nevertheless, a 2 rating seems more reasonable in Rader's 60s case. I'd love to hear SOM's justification for the 3, but, of course, we'll never get one.
