This just in:

The Death Valley Reapers have just completed a 12 player trade with The East Coast Evil Empire. In the deal Death Valley
sends newly acquired Jake Peavy, Grant Balfour, Mike Napoli, Cody Ross, Pedro Sandoval, and Eric Hosmer to the Empire
for Tyler Chatwood, Jose Bautista, Cecil Fielder, Emilio Bonefacio, Victor Martinez, and an 8th round pick. This is pending
all players coming in for physicals. "Jeff Loria told me, in a dream, that I should do this" comments GM Mike Lopp.

#8 is only saying that if you trade a 9th round pick, you have to make sure that you drop enough guys so you would be entitled to that pick.

For Example, lets say through trades, I have the following picks:

1st round-1
2nd round-2
3rd round-2
4th round-1
5th round-1
6th round-1
7th round-1
8th round-1
9th round-1
10th round-1

In that scenario I can drop 10 guys getting down to 30(and lose the last two picks), drop 11 getting down to 29(and lose my 10th round pick) or drop to 28 and make all the picks.

If I had traded the 9th round pick, this rule kicks in to prevent me from only dropping to 30, making all 10 picks through the 8th round and the other guy still getting my 9th round pick. I would in that case have to drop 11 guys at a minimum.

Not sure I explained that well.

I prefer one 4 round draft in the spring. The issue I have with the second draft is that typically I think it falls in July so you have guys who were drafted in June, some of whom have signed, some who have not and gets a little confusing as to who is eligible depending on exactly when the draft starts. If I am wrong about that being an issue, then am ok either way.

The signing deadline this years was July 13th. I believe it is going to be somewhere in the middle of July going forward. If we held the draft in late July, everyone that would have signed that year will have by then.

Thanks again. Both of you have been big help. The earlier MLB draftee signing deadline does make the August prospect picking time something to really look forward to then.

We'll have two 2-prospect player drafts per year as designated in the rules. If eight of you state an objection to this then we'll change it back to one four prospect player draft in the Spring.

Citing money problems the East Coast Evil Empire has dropped the untenable contract of pitcher Roy Oswalt.
This also brings their roster down to 40. "Unfortunately Roy is getting older by the day and right now he is
somewhere in the middle of next week," say GM Mike Lopp. No word as yet from Oswalts attorney.

Another rule that I want to be clear about is the prospect player two-year rule. Basically it states that once a prospect is drafted by one of us league members his prospect clock begins and expires after two years, regardless of anything else (i.e.- gets traded by one of us or the prospect never leaves the real minor leagues after two years of one of us owning his rights) that happens.

What I want to know is when will the prospect status clock end on a prospect drafted by one of us in August? Should I begin his two-year clock from that August or do I retro-fit it to the Spring Prospect draft time?

I would prefer to retro-fit the August prospects to the preceding Spring prospect draft time. It would be easier on the Commish that way. I could simply look at the year a prospect was drafted by one of us and not have to find out if he was Spring or August (for clock purproses). Does that sound cool to everyone?
