Summer - Winter Keeper League - SEASON 31 - SUPP DRAFT

Can I (Liverpool) promote one of my prospects to my major league roster, now, and then bring him up?

If I can't do it, now, can I do it between the summer and winter leagues?

This becomes relevant (and I think permitted) since I traded Roy Halladay for two draft picks. Thus, putting my active roster at 39 players.

If you have fewer than 40 players on your roster thanks to an uneven trade, then yes, you can promote a prospect to fill an empty slot.
