Not that I'm in the league, but as someone who helped write alot of these rules, the reason it was set up that way was so there would be a change in the playoffs from season to season within one card set. Having the 4 playoff teams from season one all be in the same division in season 2 guarantees that at least 2 of the playoff teams will be different from season to season therefore giving some of the weaker teams a playoff shot and hopefully keeping their interest in season 2.
Not that you need to keep it that way, just giving the rationale for why the rules were written the way they were. I've always felt the biggest problem facing a keeper is maintaining interest for the teams not doing as well, so by allowing for those teams to see a pontential reward by way of possibly making the playoffs, the realignment hopefully keeps interest through the second season and will also cut down on inactive owners and/or drop outs.
