Pitching League - WEST to Load

I would like to play a league where the pitching has a decent chance of performing as they should. The following rules are up for discussion. Please sign up if interested.

$100M salary cap of which at least $60M has to be spent on pitching
No DH
Only 1 hitter at or over $9M
Only using one of the following ballparks: (NOTE: I would like each person that joins to pick 2 ballparks that they would like to see removed from the list)

(I'd also be good in this type of league to have everyone play in a single park like Petco '05 or Griffith '41)

A rule to consider:

No pure relief pitchers with an R3, R4, or R5 rating. Starters with high R ratings would be allowed, but this would effectively remove the super reliever while still leaving a solid pool of relievers.

#1) either way is fine with me
#2) I do not like restricting pitchers in a pitching league
#3) Autodraft (because it is faster)

one stadium for all...no R3 or above... autodraft (for speed)

Same stadium for all

No limits on any relievers - it's a pitching league - tougher to enforce/remember down the line.

AD is fine - though I cannot form a team until late Sunday at the earliest (out all day tomorrow).
