Short Answer: No

My view is that the Player Movement Rules are applicable here. You have to make sufficient drops to be entitled to the picks.

Dan and I posted a trade in the "gray area" not directly covered by the league rules. The majority of the other managers felt that was inappropriate, so the trade will be cancelled and the draft may now resume.

In addition, I will change my vote to "no," also, making it 7 out of 12 and adopting MrBBW's language as an added league rule:

"You have to make sufficient drops to be entitled to the [prospect] picks."
