This reads like a classic trick question. Doubt you would bother posting this if it were someone like Maddux, Clemens, or Pedro. You do not specify anything about complete games. You mention reached 7th inning 28 times but that does not mean they completed a lot of games given closers routinely finished games by the 90s. Permitted 2 or fewer runs might be the clue that matters most as that would imply a low ERA. That I think is what I will focus on for my guesses.

I am going to guess either Kevin Brown, Al Leiter or Jose Rijo.

Was Saberhagen still playing then? Maybe Mussina? He ate up innings. Jack McDowell? Seems like it would be Johnson or Pedro also. Real obvious though if its those 2.

Some other clues...he was 36 in the early 90's...he was a previous cy young award winner in the NL although this question pertains to his stats from a later AL season.

Would Early Wynn in 1959 with 37 starts at age 39 qualify? Carlton in 1982 - age 39, 38 starts? Reuschel in 1988? Did Joe Niekro throw a knuckleball? Don't remember.

First 3 players that came to mind. Orel Hershiser? Dave Stewart? David Wells?
