Question Regarding Shuffle League Setup

I have any idea I'd like to try for a shuffle league, I haven't done a shuffle league, but I was wondering if the shuffle could be used as a tool for THEMED LEAGUES, but want to know if it is possible to set up before doing a shuffle, since I don't want to start an EMPTY league no one will join.

Is it possible to set up a shuffle to keep ALL the players but limit the salary to all player under $9 million and exclude all the other players with salaries starting at $9.00 million and above? If so, could I also create a filter for themes of predominantly small ball parks or power power parks or does that have to be random too?

You can limit players, but there is a dropdown with a finite # of choices - between 1,000 and 2,000 players.
You can limit salaries, but there is a dropdown with a finite # of choices - between $9M and $15M max in increments of $500k.
You can limit # of ballparks, but you can't select by type of stadium to include / exclude.

It's not a great tool for setting up theme leagues, because the shuffle limitations are limited.

So, Treyomo, the closest thing I could get to what I want is to do either an AL only or NL only league, set to 2,000 players with a cap of $9k. That would give me 99% of the players since each set is around 2,200 cards each (after removing the $9m+ cards it would be very close to 2,000 and it would leave me with half of the ball parks, giving either the AL or NL flavor, not exactly small ball or power park, but somewhat close?

Can I do an AL or NL only with the salary cap such as I'm suggesting?
