Measure 8 - DRAFTING STADIUMS: ALLOWS STADIUM DRAFTING STARTING IN 2014

"Beginning in 2014, during the drop period preceding the Spring Free Agent Draft, all owners who have not selected a new ballpark in the preceding three years, will be allowed to select one that is not taken already. Trading for a ballpark during the previous three years does not preclude any owner from selecting a new one. All owners who wish to retain their ballparks may do so, and they are free to choose a new one during a future drop period. All stadium acquisitions will be recorded in the league spreadsheets by the sitting commissioner."

I'm not sure what it's going to take to get everyone to start picking in a timely fashion, but I'm examining the rules for any commish discretion to accelerate this. The bottom line is that it's becoming a problem to the extent that owners who wait longer to pick have more information - because some of these prospects are now playing at the MLB level - and are therefore giving themselves a advantage - albeit perhaps only a marginal one.
