from page one:
Example: You pick the West, that means you can only draft players from the NL and AL West. No player from and East or Central teams may ever be on your team.

Which to me means only can trade within your division which is often hard to swing.

I like the idea of an expanded roster keeping within the guidelines. but it's not my league.

25 is just for the draft. After that you can go up or down as you please.

You can, at all times, only have players from your division.
