Yes, only carded players.

This is incorrect. As a pre-card league, there is never a requirement for a player to have a card in order to be drafted.

The only limit for the supplemental draft is item 7 in the rules posted above:

7) Only those players who played at least one MLB game during the season for which the draft is being conducted may be selected.

thisisdan 26 is still AWOL and has not replied to prompts in re: drops for the supplemental draft. He only has 38 on his active roster, though, so he is eligible for at least 2 picks. If he drops one player within the next 24 hours, then he can also have a 3rd pick.

Dan has still not responded, which we will interpret to mean that he does not wish to drop anybody, and therefore forfeits his 3rd round pick.

For the moment, we will leave his 1st and 2nd round picks on the list, since he has 2 roster vacancies. If he has not surfaced by the time of his first turn in the draft, then we will interpret that he has no interest in the supplemental draft, and simply skip him.

And finally, if he has not surfaced by the end of the supplemental draft, then we will seek a replacement manager for him.
