Can someone explain to me the purpose of the supplementary draft? I've seen this in a few leagues although never used it,

Proposal: Pitcher Usage Limits

Proposal:

Starting next year(with the 2013 Card Set):

Any pitcher that exceeds twice his IP during a season is subject to one or more Usage Penalty Points:

A pitcher that exceeds 200% of his IP is charged a Usage Penalty Point
A pitcher that exceeds 300% of his IP is charged 2 Usage Penalty Points
A pitcher that exceeds 400% of his IP is charged 3 Usage Penalty Points
A pitcher that exceeds 500% of his IP is charged 4 Usage Penalty Points, and so on.

Example: Pitcher A in real life pitches 35 Innings.

If Pitcher A in Strat pitches 212 innings in a season.

Pitcher A's team is charged 5 Usage Penalty Points ( 5 x 35 = 210)

For each Usage Penalty Point a team accumulates during each season, that team must make an additional cut to their mandatory 10 prior to the FA Draft. For every player cut due to this rule, a draft pick will be awarded so the number of players on a team's roster will remain the same. In this case the Free Agent Draft may need to be extended for some teams.

Note: that there will not be a reset of IP if a player has been traded. The team that owns the pitcher at the time of earning a Usage Penalty Point will be charged the Usage Penalty Point.

Example:
If a 30 Inning Pitcher is used for 50 Innings by team A and then used for 80 innings by team B and then
team C uses him for 21 more innings, then the Points would be charged as follows:

Team A - 50 Innings = 0 (pitcher did not go over 60 innings)

Team B - 80 Innings = 3 (pitcher went over 60, 90, and 120)

Team C - 21 Innings = 1 (pitcher went over 150)


Also for next year any pitcher that can start (starter or starter/reliever) that is currently owned by a team will be exempt from this rule. Starting in 2015 (2014 card set) there will be no exemptions from this rule.

At the end of each season I (Jay) will notify the league, by e-mail, of the pitchers that have accumulated Usage Penalty Points per team as well as each teams total for the year at the end of the second season.
