I modified a typical set of keeper league rules, as shown below, and also added it to a new tab in the Google doc.

TEAM SALARY CAPS
Majors: $200 mil cap
Minors: $50 mil cap for ACTIVE players on roster
Instructional: $25 mil cap for ACTIVE players on roster
INDIVIDUAL SALARY CAPS
Majors: None
Minors: No more than 3 players over $3.5 mil, with a cap of $4.5 mil for any individual player
Instructional: No more than 3 players over $1.75 mil, with a cap of $2.25 mil for any individual player
INJURIES
In the event of injuries, it will not be necessary to release the injured player. A replacement may be called up to the Majors or the Minors for the duration of the injury, but he or another player must be returned to the lower level before the next series. Note: The injury replacement can not have a salary more than $1 mil higher than the injured player.
When a player is called up, he must be dropped at the same time from the lower level team. Managers are responsible for doing this on the honor system. Prior to each night's play, each manager will make sure his/her teams have the appropriate total number of players on the active rosters, with the exception that injured players need not count against such totals at that moment in time.
STAGED LEAGUE START DATES
As shown in the Google doc, league start dates will be setup so that "September call-ups" will have less impact on lower level title runs. The Instructional league will start first, followed by the Minors and then by the Majors. At one week apart, this means that when the lower level league concludes the regular season, then the higher level league will be at game 141 (and still able to add players to rosters).
Because the leagues are not all starting at the same time, it would be possible for a better player to start the season at a lower level and then be promoted as soon as the next league starts. To avoid that, only promotions for injury replacements will be allowed in the first 30 games of each league's season.
After game 30 in a given league, players can be demoted from one league to another. In such cases, though, the replacement who is promoted must have a higher salary than the one who is sent down.
LATE SEASON CALL-UPS
In the Majors and the Minors, each team may add additional players to their active rosters (to a maximum of 28 players) after game 132 has been played.
TRADES
Trading players is allowed and encouraged. Trades must be posted by both owners in the league ILC chat thread before they can be enacted. No franchise may have more than 79 players, though, so all trades must allow teams to stay within that limit.
EVERYBODY PLAYS
Each player must remain assigned to a franchise for the entire season and -- in the spirit of Little League coaches everywhere -- every player must be used in at least one game. Let's play 'em all...

It's boring in Strat land at this time of year, with no draft going on, so I propose a season-ending blowout where we draft every player and play them in 3 leagues: majors, minors, and instructional.
Just to make it interesting (and to get the draft done before Christmas), we could run a series of simultaneous drafts, with the players distributed by the first position shown on each player's card.
