Actually, a 3-12 roll on Charleston's card is listed as:
SI* 1-7
lineout 8-20
This means that Charleston got a SI* single by rolling a 1-7 on the 20 sided split. And the SI* means that runners can only advance 1 base on this single. So it's Stratomatic rules that won't allow any further advance.
This squares with real life baseball where some singles are such that nobody, no matter how fast, could advance two bases on that single.
